In my opinion, many organizations still today prefer to pursue the perceived path of least resistance that is the status quo, as they do not like to venture away from their comfort zone.
Unfortunately, these organizations generally have a rude awakening to change, as they do not have the appropriate psychological make-up within the organization to manage change. Ultimately when change is imposed on these organizations, there is an environment of insecurity, discomfort and paranoia that tends to result in irrational and illogical behaviours as these organizations tend to resist change as opposed to embracing change with open arms in the spirit of a breath of fresh air. Without the appropriate tone at the top, nothing can ever change peacefully and successfully.
